I see it says you can have up to 16 characters per account. I have 8 and it says I can't create anymore. Any helps appreciated

This was changed a while ago.
Well, technically you can still have 16 characters, but now its 8 in sc, 8 in hc.

Damn so I have no choice but to clear out the chars I got to make room thanks

You can also increase your Charakterslots with the Mod "extra equipmentslot" on items.

As a beginning I would suggest you do the quest "explore the maze" on your toons. This will either get you +1 or +2 slots. Since it's very quick you can keep rerolling your Charakters until you hit the higher role. This will give you storage for additional 14 items

I'm kinda confused on this. I did something that got me extra slots I thought it was at certain levels you got it or something. So I can do the quest,get the slots, then reroll and I'll keep the slots then do the quest again and get more?

Edit. Oh you mean do the quest over until I get the +2 slots instead of the +1 correct? Also is there a way to pick the quest? I don't know how to do quests I just run around catacombs till I complete it. Recently I haven't been completing them cause they are too big

Yes you can reroll the character and try the quest again and again until you get +2 slots as a reward. After rerolling just enter the catacombs at level 1 and complete the small maze to get this reward.
This objective/quest can only be done once per reroll and therefore doesnt stack. Across your possible 7 mule characters this will give you a total of up to 14 addidtional item storage slots
