If focused heals are entirely based on ee like weapons disregarding intel boosts ectera,

Just figured since heal is almost always used on acc slot, and the intel wouldn't help there.

Also I have been told that it is only based on EE for weapons, so I figured charms would be too.

Either way, nice addition to my casting set ;)

Weapons are based on EE, Str, and Dex. Charms are based on EE and Int. I'd never use an ee heal in the main slot (of course unless it has awesome stats too lol), but thats the way the list goes ;)
