Your second point is right in that Paul has made updates to the catacombs such as the 75% mana usage in the acc charm slot as well as the megacrit in the catacombs.
LS was intended to be a multiplayer game so Paul is adding more functionality, but to assume that the arena will be removed is blasphemous.

HC would become a bit more difficult if arena was removed also...people will be sitting on their ass potentially days waiting to find a cata..

The population on HC isn't that bad... There are just alot of people who prefer to solo or only cata in select groups...
