Oh, the way I understood charm masteries I was thinking it acted as Int and not EE.
It acts as extra ee with fire charms and reduces fire damage taken by the %.

As far as i know Mastery works the same as Prof % (thats why Heal mastery Gear is worth nothing anymore)
So 4ndr3as is correct, since ee caps at 20% over the max, if your lvl 15 fire is an overspawn with 129/120 ee, then you will be capped at 140 ee on that charm. I would guess that you probably wouldn't try to use super high overspawns with no side mods if you are using a robe like this one... but rather use ee/mana, ee/int, or ee/crit pieces instead, that is if it's too easy to just get normal amounts of non-overspawn ee on lvl 15, 20, 25 charms
Heal mastery not being super valuable is a different story, mainly because whistle climbers generally don't care about extra healing stats, but just about extra damage stats. But for solo players, heal mastery is a solid add on high level gear, especially for hybrid chars. I assume there is still a market for mirror maze caster gear with high heal mastery though? Maybe I'm wrong about that...
E: I wanna clarify because it seems like I'm saying 4ndr3as is wrong about heal mastery gear being worth nothing any more, but yeah he's right, heal mastery used to be a huge stat because it used to act as a separate multiplier with int and EE, so it was Int X EE X HM. Once HM and EE became additive, the heal amounts became what we see today instead of crazy numbers and that is why Heal Mastery isn't worth what it used to be.
