I think this fits into the str+dex category at level 30, aswell as the best level 30 str charm..
Guild Silence, ofcourse.

I think a charm should have str and dex on it if you are going to use a charm for that category.

Because it isn't a str/dex charm, so why the hell would you put it in there.
