can someone explain the item stat quality? is it on every item that drops?

Yes.

I believe a long time ago it was explained.

If the normal experience gain for a monster is;

1-10 (10 being the cap), you have a chance with a 25% Experience Cap to be, 1-12.5.

If you enter a TD, the monster level increases (not sure on the XP gain)

I don’t think that anyone other than Paul knows. Like with most game mechanics in ls, no explanation has ever been given for what it does or how it works so your guess is as good as mine. It basically just makes stats roll higher values, you see a fairly significant increase in tier 8-12 rolls on items when item stat quality is active. How it actually works is beyond me.
