As far as the best event for welling goes, I'd say something like this. The 200% max roll is very important here since it will for the most part give you arcane items in return. That only goes for the item you throw in, not side drops. This is basically when I well all of my level 50-55 items.

+200% Maximum Base Quality of Welled Item
combined with either:
+Item stat quality
+Ml effectiveness
+Better item drop quality


The short answer is that I'm actually not sure what minimum base quality refers to. It doesn't seem to drastically change much of anything compared to welling items with no modifier. The term "quality" generally refers to tier/stats on an item and is very noticeable with max quality events so I'm guessing that it just raises the minimum amount of stats that you get on your main drop in some way.

Btw, I noticed what 100% minimum quality does while welling earlier. It just makes rare items the minimum that you can get from your main drop. That usually happens anyway with the occasional magical item here and there, so wasn't really sure what it did ^^

Yeah it means it has to be rare+ for the main drop, but as Rabbit said, they are generally Rare+ anyways! (I guess you should see more Mystical+ now?)
