my guess is cap changes the range possible amounts so would come first. Then the amount is rolled for and the xp gain is applied to that

My play style is lvl a char up to 55 as fast as i can, full explore and well until 71 then mq, with my limited play time this actually helps me a lot.

so take advantage to get several chars to 55 and wait for slow xp again to really enjoy the higher levels eh?

Yeah i think i will do that if i get the chance, i have a toddler now so life is hectic.
