The point is that you run into many subjective points with lowered tier equipment.

For instance, a str charm that has 15str but one has 30lpk and the other has 300 life. How do you select which one is better? You can't because it is too subjective. The lpk is better for arena, while the other one is better in dueling.

You have to create a list that avoids subjective judgement. Although complete avoidance of subjective items isn't possible, keeping Lvl 5 items for stat purposes kind of helps prevent subjective arguments to persist.

i dont play hc but i doubt there are no 15str dex adds charms around for tier III
