The items have to be plain whites (no mods on them) right?

For example, this random Level 45 armor is pretty much garbage or am I mistaken? It has one mod.

Magical crystallized scale armor
Level Req: 45
Physical Defense: 18 to 74
Magical Defense: 12 to 36
