As has been stated before "hits" only count if damage is done. Otherwise you could consider it "blocked" or "missed". Either way its still an action. The action count goes up.

Making excuses for it to be right is rather silly
It makes sense to me (and presumably Meridius) that a 0 damage hit should play out as: an action with 0 damage dealt, recognized as a hit for skill charging purposes
How it plays out now is that a 0 damage hit is an action with 0 damage dealt, recognized as a hit on offense, but not on defense.
There's just a consistency issue or a text issue is all he's saying
Either change it so a 0 hit is both an action and a 'hit' and charges the 'when hit' skill(s) or change it so the skill reads charges with damage taken
Again, not a big deal, just a small inconsistency to be looked at when time is available
