It certainly is not 1% to find an overspawn for 1 ML, whether or not 10 ML would give 1% to get an overspawn would be plausable. I dont generally look at tier 1-2 drops so almost never see them on the rare occasion i'm using ML.
Also it's be proven that ML works for rerolling and i can promise the 30 or so ML i was using didn't get me an overspawn in the 125 lvl 35 items i rolled lol.
I expect it's also going to be tier related, using 40 ML could say have:
4% chance of tier 1 overspawn
2% chance of tier 2 overspawn
1% chance of tier 3 overspawn
0.5% chance of tier 4 overspawn
etc
Because tier 1's are also the most common would explain why they are seen to overspawn the most.
