I don't see the point in whistling level 1 and healing unless you are prof hunting using lower tier heals (as suggested by others in this post). If you are using this method, then it is more than likely no point using much points in salvation and concentrate on Retribution for kill speed.
Due to Hardcore game play, we keep our hit points around 60-90% full, so we tend to heal more often during the fight, I use salvation charge around 75% charge and above, if using Wild heal I can go with 50% charge sometimes... remember that my 55 Wild is only 57% enhanced effect which is on main because it also has 30 strength... maybe this is a type of heal you could look for and exchange your strength charm or make other trades and keep both, just for testing.
My salvation ability points used until I get around 70%, currently running a Guardian this time instead of my Samurais and Paladins just to test out how much Retribution is good to have. There are two things different about a Guardian... lower Str (30) / Dex (10) but higher Intelligence (55) So this will have less damage, but higher mana and healing capacity.
It looks as if you may want to test more for your game play... also test out healing in combat more than relying on whistle level 1 unless it is needed.
When I do this on warlock I still do not use anything other than
regular heal
I can heal to full super fast then just explore again with little to no downtime. Would rather just kill the wave then heal rather than get hit for dmg while healing
Much faster
