Even If u get the quest activated, it's a randomly event... u can create a game whit 3 quests and get none (never happen to me), but games whit only 1 yes..
Dunno if theres something, related to it i don't know for sure, but stocked got them all, and it took him some try's i believe to get there :)
Imo that means that FTE is a very Rare event and u need to all before completing the maze :P

Can u tell us how much time it took u to get to 70, and how much for the mirror attempt?
