I'm not sure if I quite understand how this would be used? So a group member would refrain from attacking and/or healing while playing this instrument...to give a modded bonus to the entire party?

with your example, +2 dex wouldn't even be noticeable...I'd rather that group member be attacking or healing than providing the party with +2 dex.
and if they were to be so rare, how would you go about raising your prof to use higher tier intruments?

it's a pretty neat idea, but I just don't see this being balanced. and IMO, this doesn't fit in with the game style.

edit - However, I could see in future updates perhaps having glyphs or something that effect the entire party just as an additional bonus...w/o compromising a party member. The question is balance though. I guess I just don't like the idea of a party member sacrificing his actions to provide relatively weak or unnoticable "stats" to the group.

+2 Dexterity

Fill in the gaps :P Not sure if the standard item Materials would need to follow this.
