20% item stat boost on the other hand is very noticable:
32 dex lvl 25 robe is a meh drop but 20% higher its 38dex which Id be happy to find.

Better drop quality is still a fairly new mod so I'm not really sure what it does exactly. The one thing that I have noticed is that there are way more high level whites dropping compared to usual and I get the feeling that eps drops are overall of a much higher tier and you generally don't see that many tier 1-6 items dropping from lvl 55+ eps.
I don't think that what you said about item stat quality is even close to correct, it doesn't increase whichever stats an item rolled by 20% or 17.92% as last even was, it does a whole lot more than that in my opinion. On my average climb with no item stat quality, I'd say that I'm lucky to see 1-3 tier 8 rolls on items. When there is a decent amount of item stat quality active, that number goes up to 10-20+.
Ees and ml are also significantly more common when there is item stat quality.

The previous event was amazing for finding very high rolls on items at the very least. The one before that with 100% eps and 7%(?) stat quality was in theory way better for farming lots of average items.
Then again, it's very hard to say since the drop rate is overall pretty low in this game and much comes down to chance. It's all about being there at the right moment when the game decides that you are worthy of a good drop.
I found my 2nd highest EE item ever during the current event, I still don't think that better drop quality is all that significant, but more testing is certainly required.
