It's very clear that monster difficulty and transmuting are weighted, and weighted way too much.
Give them all an equal chance to spawn...
It's equal in the same way that your chances of picking keys at MQ is equal
People see faster transmuting 6 out of the last 12 (5 out of 8, 4 out of 5, or 3 out of 3, pick whichever ones proves your point better) events but forget that before that we went 19 straight without it.
Small sample sizes are never good representations of probabilities
