100% counts. I posted an item that dropped in my game but I didn't get it but then I bought it. So it counts.

There are no official rules what you can and can not post in these "offical" drop topics.
In the fail topic people tend to post whatever they feel like when 95% of the items dropped are just regular drops people get in climbs. Some people see a arcane lvl 35 item as a fail and post it in there.
Same goes for here in the sexy topic. Some people post lvl 5 or 10 items with perfect EE but those are so common collecting dust around on players.

So TL;DR:
Post whatever you want in any of the topics. Nothing will happen to you. Only thing that happens is you get +1 on your post count ( which seems to be the thing for some people )
