Ok just missing one thing, He's gotta come in with built int quickdraw and higher base crit, powerstrike etc .

Some fish should give small bonus like salmon gives 1intel for 1 minute or so.. Sardines adds 1 dodge for 1 minute.. no build up of buffs.. As salmon is brain food .. seems to fit into game play
