and that is wrong. for whistle the only optimization is do be done to hit maximum amount of mobs in the highest frequency
means: highest charging rate for each of the 3 abilities while maintaining the maximum amount of potential hits.
It could be tempting to use multistrike on feeder, but it is a red ability and you will hit less mobs over the climb if you go full multi as feeder instead of 3 feeder abilities - even if these 3 abilities are limited to column/row
Gear does not matter for the abilities in whistle. Obviously you want to use highest ee weapon and highest stats to further increase the kill speed.
The only real advantage for 200ee items is, that you can cast your abilities at lower percentages compared to lower end gear. It is actually bad to charge your abilties too high. You dont want to oneshot mobs!
Anyway, the original question has been answered
FINALLY, even though you disagree with me, you just agreed without knowing it.
Basically to optimize the run you are to use the best abilities for the build or use the grey abilities of another character class based on NUMBERS.
Example: Barbarian (Feeder) you would use Bottomsup / Knockdown and a 3rd ability to kill as many monsters as possible. You may use these abilities using a rogue.
As you stated, OPTIMIZING, but you don't have to rely on a MAGE feeder... Ristval pretty much gave the best advice in this thread:

This is my opinion!
In group:
Mage - Pillar/Pierce
Barb - Knockdown to 72% rest into Multistrike
Sammy - Multistrike to 72-77% rest into either Slapdash oor knockdown.
Paladin (faketank) - Revenge 72% Rest Multistrike
Paladin (not tank) - Multistrike to 63% Rest into Knockdown
Monk - Cross 58% Multistrike to 51% Cross to 72% & Rest into Multistrike
Ninjaa - Jump 58% Multistrike to 51% Jump to 72% & Rest into Multistrike
Warlock - 72-77% Multicast & Rest into Chaos
Headhunter (faketank) - Wildswing 66% - Multistrike 63% & Res into EITHER Revenge or slapdash(depending on group)
Headhunter (not tank) - Slapdash 58% Multistrike 51% Slap up to 72-77% & Rest into Multi
Alchemist - Chaos 58% Multicast to 51% Chaos to 72-77% & Rest into Multicast

Im not a fan of using 3 abilities, i feel more active with 2.

Off class casting any melee class = Pillar and pierce <=> You can do Multicast like most others prefer, but it's only useful at higher lvls (35-40+) before that you will be useless.
Thanks
