Found it at level 15 on my new Rogue. Best item I’ve found so far in my first week on this game.

Now I just need to find something like that for a 40+ wep to get my barb out of his current hell, not easy to fight lvl 60 mobs with a L30 wep.

FYI - no longer rocking my L30 wep on my L60, ShoKella/Nels is an absolute saint and helped me out with a real weapon.
