At lvl 5 though I got this:

Legendary lightning IV
Level Req: 5
Spell Damage: 4 to 42
Mana Cost: 35

+3 Strength
+15 Dexterity
+176 Max Mana
+1 to 1 Life per Attack
+1 to 12 Mana per Kill
+2% Damage Return
+1% Armor Pierce

That's pretty gg imo. The max mana (and mana per kill, very little but some)

This is all sc btw. Sorry for spamming topic but a discussion unvailed itself

unfortunately the dex class is for highest dex on the charm, not so much other mods otherwise the list would be more "opinions" then true stats
