I think difficulty works such as EE on items, meaning boosting it alot more than dex/str etc.
Stats = more str/dex/vit/int etc. so I guess more tanky and slightly more dmg. But it's not near the same dmg as difficult at least.

this is kinda the way I was thinking about it. Monster difficulty is harder
