Killing monsters is for leveling up - proficiency is just a nice add that comes with it.
Think back to before proficiency and skilling were in game. You leveled up by killing monsters - the same way you do it now.
Each action in the game has a definitive purpose, some have nice side benefits (I.e gaining proficiency from killing mobs to level up, or gaining small amounts of exp from skilling, etc...)
It seems the two of you are arguing just for the sake of it.

If skilling concedes XP it was put there for a reason. That means skilling was meant for both a material bonus + character experience.
I am just arguing for the sake of arguing. I want to be a great debater some day even if I'm wrong. I will say that "to be intended" something exists in LS for maybe 1 main purpose but now in 2018 the game is more dynamic than it was. WEEEEEEEEEEEEEEEE
