If you wish to present information as fact, please provide some kind of evidence. That 21 QD items spawn is evidenced. That it's an overspawn, you cannot prove, but are only claiming. I was not trolling earlier when I said to open a thread asking people to track their high spawn QD drops, and ML they were wearing.
You want a definitive answer, give it a few months test, and you may get it. Otherwise, you're simply acting certain about something that there's cause to doubt. Now please, either read with an intent to understand, or don't quote me.

I paid a lot of attention to item property drops since I started playing this game. One might say I have been obsessed. If I sound certain that I am right, it is only because I spent my time trying to disprove my own hypotheses and have not yet been able to. You may be satisfied with a few months test, but I certainly would not be... I've been checking items for years, old and recent, and every item that I can in the drop window. I have already stopped using recent data because of ML creating overspawns potentially affecting the results. You are telling me that you maybe wore ML since the update which let's ML create overspawns and found items that go past the normal max I am claiming, and since we cannot prove they are overspawns, I should go back and test some more. There is no reason to use recent data with ML at all since we won't know if it's an overspawn or not, including the data you are giving me. Since the update I've worn ML and found a bunch of 6 - 10 stat and 21 - 40 ee tier Is. Maybe the chart's wrong for those also.
