It certainly needs to be updated.
Ever since this change:
All skill proficiencies used at a level lower than your current rank now have a diminishing return chance to still gain proficiency points (Jun 11 2020)-The minimum's aren't accurate because of that change to transmuting.
-The maximum's are not always correct and can be off by 1-tier depending on your current rank...

I always assumed that it's because of the ranks in muting that makes it like that
In glyphing you have; Magical -> Mystical -> Arcane -> Epic -> Unique
But in muting you go; Magical -> Rare -> Angelic -> Arcane -> Godly |||| NO ranks for Relic or Unique (which is why u can do the relics at 26 and uniques at 27) because that would be +2 ranks
It just skips those ranks and makes u unable to do them..

Also, the last 2 unique items i muted turned into rare & mystical ^^

I’m rank 3 and I definitely can’t transmute a tier III angelic, lol... I can hardly do a tier II magical.
When you click on Transmute and the skilling progress appears... then you technically 'can' transmute that item, regardless of success rate or how long it takes.
Higher transmuting rank makes breaking down lower tier items faster.
So if you were rank 20, breaking down a t1 item will be faster.. than say if you were rank 1 breaking down a t1 item.
