The user bought an item ON THE MARKETPLACE. Where ITEMS are SOLD. A forum is just a discussion area. The user wanted a certain amount for his item. He then listed the item on the market place.

Why not just close trading sections, when agreed dls/bins aren't worth anything?

Because a discussion forum isn't a legally binding contract to sell any of your shit. Instead, you have an open market place where you can place items for sale for parties to buy.

I don't care if you write BIN DL DadsPenis whatever. Your item is for sale when it goes on the marketplace

Maybe you're right and you don't care.

But the majority does or they did in the past. If there is a bin/dl announced and it's taken by player x, he won the auction. It's been this way for many years now.

Most ppl don't even bother to offer in topics anymore. All they do is asking for bin/dl and once it's set, it should not be circumvented.
