Voted no. Sorry, but if Paul is going to make an update, I'd much rather see it be actual additions to the game and the game play, not tinkering with stats.
Vitality from gear = added physical defense. Vitality + ee armors can make your physical defense extremely huge. While it may not be a primary stat to look for on your gear, it's already a good secondary mod, for those who take it into consideration.

Mind numb is beastly. When I hit MN crits on my 20 fire, my top shot goes from around 550-650 (on warlock, without use of abilities) up to nearly 800. It's a huge mod, and extremely useful.
Damage return is also pretty beastly. imagine 20% total damage return on your gear. Mob hits you for 500? Boom, it just took 100 damage without you having to do a single thing other than stand there. Multiply that by 9, for something like a lvl70 ambush. 900 free damage on top of what you're already dealing with your weapon? It's really the only mod besides quick draw which will allow you to damage mobs more than once per second.

I will agree with you on jubilance though.
