I say, look for an MQ one with decent EE in your price range, and see which you can find for the best price vs it's stats, since, imo, the MQ charm is the most important as it takes you from level 55 -> 71 as is by far the hardest / longest to find.
It'll probably end up being wind, but could be lightning. Probably won't be Ice as it's the second most expensive element, right after fire. (or so I'm told)
