Throwing out a random # lets say 5 fg per tier. That meaning 55 item would cost 70 fg tp undelete.

The by tier is ingenious honestly. Taking 70fg out of the system helps with inflating prices (minimally have you) and it actually will stop people that need the FG because they will think multiple times before they shrine something.
