Nice find... it has a level cap of 43... pretty decent for a small area and you should be able to start at level 39 to finish off both maps.
Goodluck with the drops on that one. At least you can find TierX-TierXII from EPs at least.

Damn... I made a mistake... its' cap is 53... so potential for TierXIV. Start at 49...

I found a t2 map with +23 cap and ran 2x of it and found multiple lvl 30 whites

That had a level cap of 43, so finding lvl30s is easy, but from EPs, you could have a lvl45 drop (as long as character was 43)
I will have to do some more tests to verify this also, but I am 90% sure of my last findings.
