You can do glyphs much faster. Its the same prof in the end (I did the math during the transmuting event previously held), but as stated by Pat you can do successfully glyph items at your highest range at a much higher rate.

I do them all the time, im just not buying them atm, i have like a 30-40% chance of completing one, so i've not been buying them quite yet, will start doing that once i get closer to next rank tho when i start getin desperate

It`s not quite like that. Faster glyphing doesn`t mean less question marks. If you jump up even just a tier above your minimum, you`ll still be flooded with question marks.

Glyphs take less actions to complete but question marks are untouched.

Yeah I wouldn't bother buying 30s I meant to snag from climbs.

The amount of total Question marks is decreased because the amount of total actions needed to complete the glyph is decreased. The frequency in which they appear is the same with or without the % speed event. Jumping 1 tier above your minimum will give you a boat load of question marks.
