thats not true. all have to be at least 70, but everything above is fine aswell.
the only benefit you have from being lvl70 at start is that you level up more frequently

his last played is off by like 30 minutes also
if they succeed and do get mm
i would be willing to bet that you can get mm and goto town
even if he didnt goto town maybe the server thinks he did or something
wouldnt be surprised
