mao... what the fudge are you smoking... Tier X (level 35) = Maximum of 200% EE ... and a Tier VIII (level 25) = 160% EE and that is not including Magic Luck which I had none.

EDIT: my mistake... you are referring to the level 50 item drop from an Evil Presence... no comparison to the level 25 item drop from a Normal Monster using Retribution.

Level 50 item from an Evil Presence = 260% ... hmm, my level 50 item with 13x% ee is average... it is basically 50%

Level 25 item from a Normal monster = 72% (160% being perfect) is just under Average.

Normal Monster vs Evil Presence and using Retribution kill shot... no difference.

Bit of a Novelty item ... missing either Strength or Dexterity (replacing Glancing blow). Found @ level 12.65 with +2 ML (Polearm) ... Insert Edit: Normal Monster.
