Any character can solo if built correctly, some are better than others, and guardian is one that is more likely to stay alive, although his damage output is not as good as say a pure melee type such as Barbarian or Fighter.
To answer your question, Yes, a Guardian can solo.

I would say to put together a budget Dagger/Dex setup, you would want ~500-1000fg for the entire thing. This may sound like a lot, but it is not compared to the budget of some people's high end gear. Some "MQ" setups (only level 55 gear) costs over 100k alone! If you can set aside 500-1000fg to spend, you should be more than ok, might be able to do it with less also.
