There's no reason to have tier I-II hm items in the list, cuz there aren't unspawnable items with high hm..
and those are worthless anyway..

Also Heid has a 49 intelligence dagger level 40, im pretty sure that isn't the best either..

which is better than the HM Med Armor current that doesn't exist
