Using strength armors will just mean he has to regen more often, EE armors means he'll just take a little bit longer to kill the mobs but in general should be able to kill more.
at level 60 comparing 200ee armor to 60 strength, i had to go back to town about 3-4 times with strength and only once with the EE.
anyway, his current build should work and he's certainly progressed past level 20 when he first made the topic.
Oh... @ level 20 to 25, or 25 to level 30, or level 30 to level 35 up to level 50+, his hit points will make his barbarian take MORE attacks and damage while increasing his DAMAGE output per 2 points to strength / dexterity (basically 2 levels) increasing EITHER minimum OR maximimum damage vs more hit points per level using just 1 stat point?
Lower level killing speed is easy as using a "Hot knife slicing butter" ... understand this, and yet for prof gain you want to live... whether you are HC or SC right? so death is an issue.... more hit points mean you can sustain more damage while dealing the same damage etc.

Think you need to think on it a bit more:
Level 1 = 60 Vitality
Level 1 = +10 stat points to vitality - 70
Level 26 = +25 stat pints to vitality - 95 (giving more hit points and dealing damage to inconsequential damaging monster spawns at that level) to kill them at the same speed if they had added stat points for their weapon ratio!!!
At HIGHER levels, he has the heal points to keep him/her damage action(s) more consistent vs going to town to regenerate with 0 regen gear or 0 shrines.
It is a matter of perspective... early levels are SUPER EASY AS FUCK.
