All in all... whistle needs an upgrade.
It should attract different levels of monsters, not just the same level as driver. AND NO, you should NOT be able to choose level, it is randomized.
1 to 15 level difference EITHER way... so if you are level 1, randomly spawn level 15 monsters (this increases the NEED to use those good Tier III items), but at this level, can not go below level 1. BUT... at level 15, you whistle and you can randomly get level 1 monster spawn (yay, that was a quick wave).
Woot... level 80 and boom... lvl 95 monsters appear randomly.
Now let us make it harder... yup... you can still spawn EPs while whistling... and again, the Level is Random.
