So, the "Item Stat" is relevant to "Tier" in this scenario? If we are talking about low level catacomb/map/TC etc starting from level 1... you will find Tier IV items (basically you can find up to Tier III items @ level 1 nowadays) ... or does this mean @ level 1 you can find Tier V due to 2.xx% Item Stat Quality???
Seems a little bit far fetched... never seen a Tier V @ level 1 to level 2... so doubt it would effect things at higher levels unless Magic Luck multiplies "Stat" effects as well.
I was just trying to check what Nic said because if it's based on current event it doesn't fit with my current understanding of how these event bonuses work. But so that you know what my understanding is, Rex, +2.18% Item Stat Quality Bonus means 2.18% chance to upgrade the tier of the stat roll of an item. For example, a Tier IV magical item with no event bonus drops and rolls tier II int. So now you have your Magical Fire IV (+6 - 10 int). With the current event bonus, 2.18% of the time you will expect to see a tier III int roll instead, i.e., Magical Fire IV (+11 - 15 int). However, what Nic seemed to be saying was that if the stat tier upgrade occurred you would also get a corresponding item quality (item tier) upgrade, i.e., Magical Fire IV becomes Magical Fire V, which does not fit with my current definition of item stat quality... so I just wanted to check with him to see if there was something I should know

Honestly, there's NO1 but Paul who can answer these questions, all of our theories are just assumptions of what we think it does, personally I am one of those guys who dont think that ML actually improves the roll of a stat, meaning I dont think it gives u higher EE just because of ML etc. I still only think that it improves the chance of unlocking a higher tier, but dont necessarilly do it all the time + also making it easier to find higher magical stats as in rare+ myst+ etc etc.
There's no way for us to test these things out at all.
When it comes to "TC Quality"-events we can tell a huge difference in drops (way more common to get higher level whites etc)
