The first line in this quote means what? Heal Mastery got nerfed and this is because Elemental Masteries were introduced and fucked up a lot of things.
The second part of your quote is also inconsequential because the display has never been fixed since 10 year ago, so why can you not just realize that you have to work it all out for youself after the past 6 years of posts that have been identifying the shit you want to know.
