Yes. It modifies, but according to the B it doesn't seem to have as huge as effect as it should. Could be because the well mob calculator is different.
I spent something like 100 - 150 fg per 20% monster difficulty well on maps when they were first available in order to test this. Partly my testing was hampered by the wells only lasting about 5 wellables on average, but after several tests it was appearing to me that since well bosses have much higher base monster difficulty than normal monsters (and more in my opinion than evil presences), that the additional monster difficulty is not really having a big effect on the well bosses and thus drops are kind of indistinguishable. I haven’t been able to test item quality % property on maps with wells yet because I haven’t seen any available for sale yet. Presumably it will have an effect where monster difficulty did not since it operates on the item drops themselves rather than a monster difficulty that seems already to be maxed out. Hopefully at some point someone can provide insight as to how item quality on well maps works in practice rather than in theory.
In the end I think that well bosses, monster for monster, provide the best single chances of producing sick drops. It’s not surprising that when people post their nice finds, a lot of times it’s wells and not random drops, even though we kill many more normal monsters and even EPs than well bosses of a high lvl
