I've heard of a +5 proficiency rod "back in the day" which i think was level 40, was used and the fisherman stated the durability rods were better.
I'm probably exaggerating on finding 5 but back then there was also a chat about rods and there were plenty of them about.

I think max +prof on rods should be 1 per tier... However, they drop so infrequently that it's difficult to verify. In any case, +# prof on rod just means your fishing skill is # higher, but you will still gain proficiency for ranks above your permanent skill level... as a result you fish faster, but will gain less proficiency per catch... Since it's otherwise a white rod with no +durability, they aren't super useful for gaining prof at higher levels, but theoretically could be used to fish faster at low skill ranks
