If you check the dates on the top 50 threads... you can have a thread stay top 50 for a month or 2 with no posts.
A rule like 'no more than 3 in the top 50' is a bit difficult to apply to the HC forum due to the inactivity.
Really no idea what the complaint was.
Don't go making new threads every half hour, but if you're making a thread every few days for new items or isos and you end up with 5 top 50s... there are only about 10-15 people left to complain about it anyway
