There are 3 blue skills for each class, these will charge the fastest, so select the best one(s) of these as your first option.
Select pink skills as a second option. These are skills for classes you have unlocked, but aren't native to the class you are playing, so they will charge a bit slower per point added.
Red skills are for classes you have not yet unlocked and they will charge very slowly per point. Only select these if the skill is really necessary and you will be leveling really high (>>71; almost never worth it).
My recommendation for group play rogue is backstab, knockdown, and (bottoms up or powerstrike)
For solo play, without a heal, I like backstab, knockdown, (powerstrike or retribution)
If you are soloing and using a decent heal, I recommend replacing your least favorite skill with salvation
