If you didn't make a rule about fish before the duel then anything's fair game, in my opinion. Obviously njaguar intended for them to be usable in dueling, because ... they're usable. If you want fish and glyphs removed from dueling that's another matter entirely and you can make that suggestion. I'm not sure enough people duel, though, to care about it.
Well it is obvious in duels that you shouldn't use pots in d2 and fish in LS. That is default rule, not an exception..

well I don't have tier III armor or any EE on it so my char is very vunerable on melee attacks
tier III 60ee armor reduces attacks ~40 dmg each so that is pretty balanced, ofc I have a small advantage in duels since I have paid like 1k fg for that armor.
