What I am trying to point out is that many of the players will be trying to get everyone on their f/l as a status symbol, and there would be a major influx of friend request almost as bad as it is on jsp

How about this:

You add the people you slash and communicate with, and they don't have to accept anything.
It would be your personal list of friends, just like it is in diablo 2 for example.
