Scale is by far the most valuable, but plate is the most effective, chain close behind, then a decent gap before scale, then leather. Padded is nowhere near as effective for tanking as leather, and non-padded robe is literally half the damage reduction of padded ( a 200 ee non-padded is basically a 50 ee padded with some extra magical defense :wallbash: ).
