No that is not something that has ever worked in the past 8 years (since I’ve been playing). I did hear that this was possible during the very early days of catacombs, but I was not able to verify.
Anyway, Rex is mostly correct here… the map drop is based on the character level when completing the cata [combined with the level (size) of the cata being completed]. Maps can drop more than two tiers higher than the completing character, though. Two tiers is probably just the highest that Rex remembers. I’ve had maps drop 5+ tiers higher than the completing character.
Thanks for confirming Whistle doesn't work anymore. It did when whistle n maps were new, but that got fixed early from my recollection. Not sure if it was in the beta testing stage though.
Oh... I have never encountered Maps to be higher than two(2) tiers ... at times I complete a catacomb at level 1 and the map is Tier III ... not sure that I have found a Tier IV map when completing a catacomb at level 1.
I can see that this could happen in a Trap Door, however, if you drop in a Trap Door, you will never complete it at level 1 since the catacomb size is increased to the monster level:
Example of one of my TD encounters: (I will test more of course.

Just going to test the dimensions of the Trap door I just fell into... level 3.39 ... a normal catacomb would be around 6w x 5h, but since this is a TD... the dimension is based off of the Monster level of the TD. Luckily there isn't an Event with Min/Max monster level.
Height 7 (definitely)
Width 8 (guess)
Current level: 4.73
Above is jotted down just in case I fall into another Trap Door.
Confirmed... 8 width x 7 height ... still need to back track, currently level 5.38.
EDIT: 8 x 7 dimension is equivalent to a level 8 catacomb.. however... started at level 3.39.

Theoretical thinking, I did not check it out before.
When you fall in a TD, the catacomb size increases based on the Monster "Level" (not difficulty), however, I did not continue after completing the TD from level 3 where the dimensions were equal to a level 8 catacomb run and I was level 5 or 6... I actually left game, and re created the catacomb, bringing the dimensions of the catacomb to my level... I did NOT continue in the same game to see if the size of the catacomb increased as if I was still in a TD.
I will have to check this out at a later date.
EDIT: maybe, if you take over a higher level TD catacomb and complete it with a lower level character maybe? Or was that also fixed. hmm, I can not test these things out.
