How do the glass ceilings on unspawns work?


Say I have a 30 dex tier 1,


At what character level do I actually aquire the full effects?
Do you get all stat buffs at lvl 1? Or does every tier have a glass ceiling?


To get the full 30 dex, is character level required?

His armor is still cute, but the best thing about his armor was the life steal back then, life steal has been reworked entirely and arent even remotely as powerful as it was
