No if you fish LVL 7 and use à rods +3prof you can fish LVL 10 with the same difficulty but will snap with the first fail.

there are two things, one: the prof level you have that determines the difficulty, for this add up the one you have on the character and the rod's +prof,

but what about prof gain, because if you still gained at the rate at you gain at rank 7, but are able to fish rank 10, that makes it more valuable for sure even if one mistake and you're done

it doesn't affect the prof gain (you assume like I did in the past that if you gain 5prof per fish you will have 5+3 and so level up faster the pro, it's not the case), that's why the value of such item is close to nothing

no not like that I thought the game maybe calculates the prof gain from your rank in fishing even though your difficulty goes down from the added prof from the rod, so let's say you have prof 3 and you use a tier 2 rod with +2 prof,

your difficulty should be the same as if you had prof 5 and none on the rod, but the amount of prof you get might differ from fishing for let's say level 3 fish, with prof 5 you get diminished prof gain, with the 3 and 2 from the rod you might get the full amount,

I don't have a proficiency rod to test this

my point is : Doesn't worth it :) people expect to much fg for a prof rod and the effect/benefit are really small (of course if you fish higher you gain more prof but it's harder also so the ratio prof/h doesnt evolve that much)

currently, not that many people fishing and basically for mana fish can set your own price to some extent.
Just note that sardines are basically unsellable, they're too much effort for too little of anything.

In general the goal is to get to about 7-8 fishing asap, then wait for a 70% or better faster fishing event then use a well to try and catch level 15 fish so that you do not get sardines.
Faster cooking events are great for cooking large stacks and cooking fish you usually wouldnt be able to get 100% on, at rank 8 i can cook Tier IV fish during a 60% or better event, where usually i'd cook most of them to only ~80%
Oh and you should really be aiming to 100% cook all fish, seeing stockpiling higher tier fish is generally a good idea anyway to speed through later cooking ranks
